</description><pubDate>2/21/2011</pubDate><link>http://www.iopfda.org/index.asp?bid=548&amp;issuepage=2313&amp;formid=400</link></item><item><title>8A Small Business</title><description>On February 11, the U.S. Small Business Administration (SBA) issued a final rule (76 FR 8222) on small business size regulations (13 CFR Part 121) and its 8(a) business development (BD)/small disadvantaged business status determinations (13 CFR Part 124). This is the first comprehensive revision to the 8(a) business development program in more than 10 years. More than 230 written comments were filed in the course of this rulemaking.
With the exception of amendments to 13 CFR 124.604, which become effective September 9, 2011, the new rule is effective March 14, 2011 and will apply to all applications for the 8(a) BD program pending as of March 14 and all 8(a) procurement requirements accepted by SBA on or after that same date. NOPA encourages members with an interest in the 8(a) BD program to review this rule and SBA’s specific written responses to the numerous comments received.

This RFP is fundamentally flawed and biased in favor of the Big Box companies and the current program vendor – OfficeMax – in particular.
